Requires the regional support networks to: (1) Jointly develop a uniform transfer agreement to govern the transfer of clients between regional support networks; and

(2) Submit the agreement to the department of social and health services.

Requires the department of social and health services to establish guidelines to implement the agreement and allows the department to modify the agreement as necessary to avoid impacts on state administrative systems.
