Establishes a process to retain water rights when they are no longer used on state purchased lands and to make the water rights available for alternate uses by local economies rather than be permanently lost to the economy of the area through relinquishment.

Requires the department of fish and wildlife, the parks and recreation commission, and the department of natural resources to each maintain an inventory of water rights appurtenant to lands purchased by their agencies.
