Allows school districts to exempt certain students from the performance standard for promotion to fourth grade.

Requires school districts to provide: (1) Certain remedial measures for students who did not meet the state standard on the third grade statewide assessment in English language arts in the previous school year; and

(2) Supplemental learning opportunities through an extended school day or school year or through a summer school program for certain students retained in third grade or eligible to be retained but promoted to fourth grade.
