Provides that reports or records of autopsies or postmortems are not confidential in any case: (1) In which a death occurs in a penitentiary, correctional institution, lockup, or prison; or

(2) While the decedent was detained, in actual custody, or contacted by a law enforcement officer during the performance of his or her duties.
