Revises the fair campaign practices act with regard to suspension or modification of financial affairs reporting requirements; and time periods and delivery methods for special reports.

Authorizes the public disclosure commission to readopt an emergency rule adopted before June 30th when necessary to enable the rule to remain in effect through the next general election.
