Prioritizes the spending of revenues under the model toxics control act, on cleaning up the most toxic sites, while also providing jobs in communities around the state.

Requires the state treasurer, for the biennium ending June 30, 2015, to transfer twenty-five million dollars from the state toxics control account and seventy-five million dollars from the local toxics control account to the special category E account.

Creates the special category E account.
