Expands the definition of "resident student," for purposes of eligibility for resident tuition, to remove the one-year waiting period for a student who: (1) Is on active military duty or a member of the national guard;

(2) Is the spouse or a dependent of a person who is a member of the national guard;

(3) Has separated from the military under honorable conditions; or

(4) Is the spouse or a dependent of an individual who has separated from the military under honorable conditions.
