Requires the department of ecology to: (1) Reissue, without modification and for a term of three years, phase I national pollutant discharge elimination system municipal storm water general permits in effect on September 1, 2012; and

(2) Modify the date the updated permits reissued on August 1, 2012, become effective from August 1, 2013, to August 1, 2016.
