Requires the office of the chief information officer to develop a statewide policy addressing the efficient assignment, use, and management of cellular devices.

Requires state agencies to evaluate the financial benefit of using prepaid cellular devices and service plans when procuring cellular devices for use by state employees.

Prohibits state agencies and departments from issuing a cellular device to an employee unless certain conditions are met.

Authorizes payments to be disbursed for prepaid cellular devices and service plans, if the purchase of the devices and plans is part of a strategy to reduce the cost for the use of cellular devices within an agency or department.
