Requires the office of the chief information officer to: (1) Contract with a private optimization specialist to develop a strategy to match the state's actual cellular telephone usage with the most cost-effective delivery of those services; and

(2) Assist state agencies in developing and implementing agency-wide cellular telephone use policies.
