Creates an architectural paint recovery program to be enforced by the department of ecology.

Requires paint manufacturers to assume responsibility for development and implementation of a cost-effective paint stewardship program.

Creates the paint product stewardship account.

Provides that the act is void if a federal law takes effect that establishes a national program for the collection and recycling of architectural paint that substantially meets the intent of the act.
