Requires the state treasurer to credit the aeronautics account in the state treasury with all aircraft excise taxes received from the secretary of the department of transportation for state grants to airports and the administrative expenses associated with grant execution and the collection of excise taxes.

Adjusts the functions of the aeronautics account.
