Establishes the valid voter signature protection act.

Provides that, if a voter's signature on a petition matches the signature on the voter's registration, the valid voter signature must count.

Requires that when a voter signs a petition more than once, the original signature counts but any duplicate signature does not.

Requires the secretary of state to accept a valid voter signature if it matches the signature on the voter's registration, and certain requirements have been met.

Clarifies certain time limits for review of local petitions.
