Expands the objectives of the community economic revitalization board to include encouraging the revitalization of abandoned and vacant properties to maximize the number and type of businesses, services, and employment opportunities available in a community.

Establishes a revitalization program and authorizes the board to make direct loans to municipalities for financing the cost of public facilities.
