Requires any person or entity doing business in the state, who is required to file a report with the internal revenue service for services received from an independent contractor, to report to the state support registry the hiring of any independent contractor who resides or works in the state to whom the person or entity anticipates paying compensation.

Requires the department of social and health services to: (1) Develop rules to implement a gambling payment intercept program that would require cardrooms and casinos to withhold cash payments from a winning player if the player is a parent with a child support obligation in arrears; and

(2) Work with the gambling commission to negotiate tribal gaming compacts with the tribes that include gambling payment intercept programs.
