Repeals the product stewardship program and the product stewardship programs account.

Requires producers of mercury-containing lights sold in this state to pay a registration fee and an administration fee to the department of ecology for reimbursement of documented costs for recycling and transportation of unwanted product from covered entities and for administration and enforcement costs.

Creates the mercury-containing light recycling account.
