Excludes the department of enterprise services from certain processes regarding competitive contracting.

Requires the technology services board to approve contracting for certain purchasing services and activities for the department of enterprise services.

Requires the office of financial management, as part of its review of the programs and services performed by the department of enterprise services that might be performed by the private sector, to include the motor pool vehicle fleet management, custodial services, and one service for which the department has previously contracted for a portion of the service.
