Imposes a tax on every person for the privilege of selling or exchanging capital assets.

Expands funding for kindergarten through third grade class size reduction, early childhood education and assistance program slots, all-day kindergarten, the readiness to learn program, enrollment support for higher education, enhancements to basic education, and other programs to enhance student preparedness and learning.

Makes appropriations.

Provides for submission of the act to a vote of the people.
