Establishes the Alexis Stuth act.

Authorizes a relative of a dependent child to petition the juvenile court to be heard on the department of social and health services' or supervising agency's decision to remove the child from the relative's care, under certain circumstances.

Requires the department of social and health services or the supervising agency to, absent good cause, follow the wishes of a parent regarding placement of a child.
