Exempts certain projects at institutions of higher education, which may be valued up to ten million dollars, from predesign review requirements.

Allows certain minor works projects to be valued up to five million dollars for institutions of higher education.

Authorizes the regional universities, The Evergreen State College, and the community and technical colleges to, under certain circumstances, enter into financing contracts for real property.
