Requires the office of the governor to contract with an independent and objective organization to prepare a credible evaluation of approaches to reducing greenhouse gas emissions.

Creates the climate legislative and executive work group to recommend a state program of actions and policies to reduce greenhouse gas emissions.

Makes appropriations.
