Requires the departments of social and health services, health, commerce, ecology, fish and wildlife, and early learning, the office of the superintendent of public instruction, and the state health care authority to prepare as part of their biennial budget submittal a report that: (1) Reports the aggregate value of federal receipts the agency estimated for the ensuing biennium;

(2) Calculates the percentage of the agency's total budget for the ensuing biennium that constitutes federal receipts that the agency received; and

(3) Develops plans for operating the agency if certain reductions occur.
