Requires the departments of social and health services, health, commerce, ecology, fish and wildlife, and early learning, the office of the superintendent of public instruction, and the state health care authority to: (1) Report the amount of federal funds received and expended and the percentage that the funds represent of their overall budget; and

(2) Develop contingency plans that reflect both a five percent and a twenty-five percent reduction in federal funding.
