Establishes the hire our heroes tax credit program.

Provides a business and occupation tax credit on certain wages and benefits for each qualified employment position filled by an unemployed veteran of: (1) Operation Enduring Freedom;

(2) Operation Iraqi Freedom; and

(3) An armed conflict before Operation Enduring Freedom.

Requires the joint legislative audit and review committee to review the business and occupation tax credit.
