Removes certain requirements regarding the sale of department of transportation surplus property with an appraised value of more than ten thousand dollars.

Requires the department of transportation, when proposing the disposition of state-owned land, to provide written notice of the proposed disposition to the legislative authorities of the counties, cities, and towns in which the land is located at least thirty days before entering into the disposition agreement.

Prohibits the department of transportation from entering into equal value land exchange transactions.

Creates the transportation facilities account.
