Allows a thirty-day additional earned release credit for certain offenders.

Authorizes the department of corrections to: (1) Rent capacity from local and tribal governments to house certain offenders; and

(2) Develop and maintain optional programs or activities that may be used for the thirty-day earned release credit.

Addresses contracts between providers of hospital services and correctional facilities.
