Delays implementation of the family and medical leave insurance act.

Creates a joint legislative task force on family and medical leave insurance funding to make legislative recommendations for financing the benefits and administrative costs of the family and medical leave insurance act.

Repeals the family and medical leave insurance act if it is not funded by December 31, 2015.
