Establishes the open government trainings act.

Allows members of the governing body of a public agency to complete training on the requirements of the open public meetings act.

Allows elected state or local officials and persons appointed to fill a vacancy in elective office, who are subject to the requirements of the public records act, to complete a training course regarding the provisions of the public records act and the provisions of chapter 40.14 RCW for records retention.

Requires certain designated public records officers to complete a training course regarding the provisions of the public records act and the provisions of chapter 40.14 RCW for records retention.
