Modifies commercial motor vehicle provisions relating to: (1) Lamps, reflectors, and flags on a projecting load;

(2) The Washington state patrol's authority to adopt and enforce certain regulations regarding hazardous materials, cargo tank motor vehicles, and agricultural operations; and

(3) Exceptions to the requirement of certain vehicles to stop at railroad grade crossings.
