Revises the definition of "eligible renewable resource," for purposes of the energy independence act, to include electricity from a generation facility that is powered by the combustion of solid waste in a municipally owned energy recovery facility located on a business park owned and operated under the provisions of chapter 14.08 RCW (municipal airports) when: (1) The facility's air emissions do not exceed certain permitted levels; and

(2) Periodic monitoring includes third-party verification documenting total polychlorinated biphenyl air emissions not exceeding a level that could contribute to increased polychlorinated biphenyl levels in local water bodies.
