Revises growth management act provisions relating to: (1) Providing notice to certain public water systems of proposed amendments to comprehensive plans and development regulation; and

(2) Including in a comprehensive plan, a plan, scheme, or design for a utilities element consisting of the general location, proposed location, and capacity of certain facilities of group A public water systems.
