Allows the records of a person confined in jail to be made available to: (1) The Washington association of sheriffs and police chiefs; and

(2) The institute for public policy, the research and data analysis division of the department of social and health services, the state higher education institutions, the state health care authority, the state auditor's office, the caseload forecast council, the office of financial management, or the successor entities of these organizations, for the purpose of research in the public interest.
