Finds that additional flexibility is needed for mercury-containing light manufacturers to comply with certain requirements in order to provide a sustainable funding mechanism and provide effective state protections to producer-operated product stewardship programs.

Provides for termination and review, under the sunset act, of the mercury-containing lights product stewardship program.
