Provides that industrial hemp is an agricultural product that may be grown, produced, possessed, and commercially traded in this state.

Authorizes the department of agriculture to: (1) Establish, by rule, necessary criteria for the certification of the genetic purity and identity of industrial hemp seeds as agricultural seed; and

(2) Provide technical assistance to the grower.

Requires Washington State University to study the feasibility and desirability of industrial hemp production in this state.
