Prohibits the state or any political subdivision of the state, or any agency, officer, or employee thereof, from infringing the fundamental right of a parent to make decisions regarding the care, custody, supervision, and administration of his or her child without demonstrating that its governmental interest as applied to the parent is a compelling interest of the highest order and may not otherwise be served.
