Makes the discover pass voluntary.

Provides funding for the operation and maintenance of state recreation lands.

Requires the office of financial management, in consultation with the parks and recreation commission, to establish and conduct a competitive procurement process for the selection of one or more private sector entities to increase revenue from more efficient and effective management of state camping areas and their related facilities.

Requires the parks and recreation commission to enter into contracts from the competitive procurement process mentioned above.
