Extends the forty-dollar surcharge for local homeless housing and assistance to June 30, 2020.

Extends the department of commerce's reporting requirements to June 30, 2020, and if the department fails to comply with the reporting requirements, the state treasurer may not authorize the appropriation of funds received from the surcharge.

Requires a percentage of the funds deposited in the home security fund to be used for private rental vouchers.
