Requires the department of transportation to: (1) Beginning September 1, 2014, report to the legislature the annual amount of greenhouse gases and particulate matter released by the operation of state ferry vessels; and

(2) Reduce the average greenhouse gas and particulate emissions from the state ferry vessel fleet by the following dates and percentages over the levels reported for fiscal year 2013: Five percent by June 1, 2016; fifteen percent by June 1, 2018; and twenty percent by June 1, 2020.
