Revises the definition of "prior offense," for purposes of physical control of a vehicle and driving under the influence laws, to include driving or operating a commercial vehicle, a vessel, an aircraft, a nonhighway vehicle, or a snowmobile while under the influence.

Requires a court in a locality where 24/7 monitoring is used to sentence a DUI offender to 24/7 monitoring or to ignition interlock requirements, or to both.

Clarifies that a repeat DUI offender who is arrested for a DUI offense must remain in custody until released by a judge.
