Changes guardian ad litem provisions regarding: (1) The guardian ad litem program and the court-appointed special advocate program;

(2) Recommendations based on mental and physical health or other special circumstances;

(3) Fees for services rendered after submission of an itemized accounting of time and billing;

(4) The rotational registry system;

(5) Licensed professionals appointed to assist the court in examining potential long-term effects on ability to parent;

(6) Conflict of interest before accepting appointment; and

(7) Guardian ad litem or investigator fees.
