Requires the insurance commissioner to: (1) Reauthorize the efforts with the lead organization established in RCW 48.165.030;

(2) Establish a new work group to develop recommendations for requirements for prior authorization of health care services, including pharmacy issues; and

(3) Adopt rules implementing the recommendations of the work group. The rules may only implement, not expand or limit, the recommendations.
