Changes the effective date from July 1, 2015, to July 1, 2014, for chapter 10, Laws of 2013 2nd sp. sess., regarding the continuation of safety net benefits for persons determined to have a physical or mental disability which makes them eligible for the aged, blind, or disabled program or the essential needs and housing support program.
