Addresses measures to prevent spills from oil trains and tank vessels by: (1) Assessing the risks of spill and gaps in the current response capacity;

(2) Ensuring that response plans are completed and updated;

(3) Ensuring that the public has access to information about the movement of oil through the state; and

(4) Ensuring that communities are fully informed about any risks posed to their safety by the transportation of oil.
