    "(29) $2,500,000 of the general fund--state appropriation for fiscal year 2016 and $2,500,000 of the general fund--state appropriation for fiscal year 2017 are provided solely for the office of crime victims advocacy to increase grants to community sexual assault prevention programs."

 

    Renumber the remaining subsections consecutively and correct any internal references accordingly.

    The appropriations in this section are subject to the following conditions and limitations: The appropriation in this section is provided solely for expenditure into the internet crimes against children account for implementation of Second Substitute House Bill No. 1281. If the bill is not enacted by June 30, 2015, the amount in this section is appropriated to the criminal justice training commission solely for the Washington internet crimes against children task force.”

    EFFECT:   Prohibits the Medical Assistance program in the Health Care Authority and the Reproductive Health and Wellness program in the Department of Health from providing funding to Planned Parenthood and paying for abortions that are not deemed medically necessary by the patient's primary care physician.  Funding for those programs is reduced by $28,507,000 General Fund--State and $30,146,000 General Fund--Federal in the FY 15-17 biennium.

 

Funding for the Office of Crime Victims Advocacy in the Department of Commerce is increased by $5,000,000 in the 2015-17 biennium for grants to community sexual assault prevention programs.

 

Funding for the Family Caregiver Support program in the DSHS Aging and Adult Services program is increased by $5,000,000 in the 2015-17 biennium.

 

Funding for service dogs for veterans in the Department of Veterans Affairs is increased by $8,000,000 in the 2015-17 biennium.

 

Funding for rapid re-housing, homeless prevention, transportation, counseling, training, child care, emergency assistance, and other programs that serve disabled veterans in the Department of Veterans Affairs is increased by $5,507,000 in the 2015-17 biennium.

 

Funding for the Internet Crimes Against Children Account, established in Second Substitute House Bill 1281, is increased by $5,000,000 from the state general fund in the FY 15-17 biennium.

 

    FISCAL IMPACT: No net change to appropriated General Fund--State levels.

           Reduces General Fund - Federal by $30,146,000.
