    On page 2, beginning on line 10, after "by" strike "thirty percent or more of the voters of the jurisdiction" and insert "registered voters within the jurisdiction in a number equal to or exceeding eight percent of the votes cast by voters within the jurisdiction for the office of governor at the last regular gubernatorial election"

EFFECT: Strikes the requirement that the initiative petition be signed by thirty percent of registered voters within the jurisdiction and replaces it with a requirement that the petition be signed by registered voters within the jurisdiction in a number equal to or exceeding eight percent of the votes cast by voters within the jurisdiction for the office of governor at the last regular gubernatorial election.
