    On page 1, line 30 of the striking amendment, after "award" insert "may"

EFFECT:   Allows the Department of Transportation to not use a minimum of twenty-five percent recycled materials in its projects if the use of recycled materials is not cost effective or not practical, and gives a local government with 100,000 or more residents discretion as to whether or not it awards a transportation project contract to the bidder that proposed to use the highest percentage of recycled content.
