EFFECT: Clarifies that the department of fish and wildlife may issue a bait station permit to an owner of real property that allows the owner of real property to kill black bear with the aid of a bait station, subject to restrictions, when necessary to address black bear damage to commercial timber resources, rather than when necessary to avoid a negative interaction and the resultant damage between black bear and commercial crops, livestock, or other property.
