EFFECT:   Authorizes distillers, importers, manufacturers of spirits, and spirits importers to perform the personal services described in the bill to a grocery store licensee with a spirits retail license and a tasting endorsement, in addition to a beer and/or wine specialty shop with a spirits retail license.
