EFFECT:  Provides that the authority of a local jurisdiction to establish warrant officer positions within local police departments is limited to first-class cities in counties with a population of 400,000 or fewer residents.  Reinstates current law regarding authority to establish warrant officers for cities with a population of over 400,000.
