    On page 2, beginning on line 16, after "means" strike all material through "act" on line 19 and insert "any city with a population of at least eighteen thousand and located at least partially north of the largest city in a county with a population of at least seven hundred thousand, but less than eight hundred thousand"

EFFECT:   Changes the definition of city, limiting qualifying jurisdictions to the cities of Arlington, Marysville, and Lake Stevens.
